Being his third time on PowerMeter list, Barrera co-founded The Commonwealth Seminar in 2003, a program that provides training to diverse people and bring them to the State House. Twenty percent of the more than 350 leaders that have graduated from the program have been Latinos. The program is also aimed at leaders from communities of color, immigrant groups, and others who directly benefit those communities.
